The White House is scrambling to try to explain both intelligence assessments, given Smirky McLiar's September 7 claim that "America is winning the war on terra."

In a second blow to the president, a new UN report said the Iraq war was providing al Qaeda with a training center and fresh recruits, and was inspiring a Taliban resurgence in Afghanistan, where things are going swimmingly hundreds of miles away.

The UN report released on Wednesday jibed with the NIE's conclusions.
